Local Government 101: The difference between city and county services

Class is in session, Asheville. We’re teaching AVL GOV 101, where we break down different aspects of our local government so we can become engaged citizens who create healthier (and more effective) communities.

For today’s lesson, we’re discussing the differences between city and county services — because let’s be honest, they can get muddled sometimes.

🏛️ Buncombe County

Buncombe County is one of 100 counties in North Carolina, and it encompasses the the City of Asheville and the towns of Biltmore Forest, Black Mountain, Montreat, Weaverville, and Woodfin. Apart from these recognized municipalities, the County also includes townships like Leicester and Fairview.

When it comes to countywide services, you can expect to find those related to health + welfare, social systems, libraries, and criminal justice programs. On the County’s website, you can:

🌆 City of Asheville

Within Asheville’s boundaries, the City is responsible for services like police + fire, parks, public works, water, animal control, and waste. On the City’s website, you can:
  • Find an interactive map of greenways, trash and recycling collection schedules, parks + rec activities and programs
  • Learn about large-scale development, emergency preparedness, how + where to compost
  • Report sidewalk safety issues, traffic concerns, crime
  • Pay invoices for city services + fees, parking citations, development or code permits

3 reasons to keep (or make) that mammogram appointment

In honor of Breast Cancer Awareness Month, Dr. Cameron Coker, Breast Surgeon at Mission Health’s Hope Women’s Cancer Center, is giving you three reasons to not skip your mammogram appointment:

1. Mammograms can detect breast cancer before symptoms begin.

Approximately one in eight women will be diagnosed with female breast cancer at some point in their life. That’s why having the ability to detect breast cancer through routine mammograms (prior to feeling identifiable lumps) can be life-saving.

2. Routine mammograms help identify smaller, earlier stage breast cancers.

Good news: 99% of patients survive at least five years after diagnosis if symptoms are caught early. Routine mammograms can catch breast cancer during earlier stages by identifying smaller, harder-to-notice lumps or abnormalities.

3. Early stage patients may potentially avoid more aggressive therapies like chemotherapy.

Patients with smaller lumps have more surgical options like targeted therapy, radiation therapy, lumpectomy + more. Surgeries during later stages often require breast reconstruction.

❄️ The first snowfall of the season

The views of vibrant fall colors somehow managed to look even more breathtaking on Monday morning as the trees were dusted in snow. High-elevation areas of the Blue Ridge Parkway north of Asheville saw the first snowfall of the season.

Due to snowy + icy conditions, the National Park Service closed Milepost 344 at Highway 80 to Milepost 375 at Ox Creek Road, which included areas like Craggy Gardens and Mount Mitchell State Park. They’re back open now, but you’ll want to bring a heavy jacket if you plan on visiting.

Even though we didn’t get any snowfall, Asheville felt its coldest temperatures since April on Monday, with highs in the low 50s. But forecasts show that temperatures will climb — with the possibility of weather in the high 60s to low 70s this weekend.
